My manager was laid off on pto. They called her cell.

Bring on vacation in the U.S. is not going to protect you from being RIFed. I was OOO last Sept but got called directly from my manager that my role had been eliminated. Good luck.
Yes, if you are on vacation you are saved from Layoff. But it has to be very formal vacation adhering to government rules.
Yes, they will keep you around until the next quarter at least. They hate when people do this.
You do not have to be notified or present for them to initiate your layoff. It's a simple courtesy nothing more. If you're on the list to be laid off, you will get laid off.
If they're feeling nice they might wait for you to return before they lay you off. Legally they can lay you off even during booked vacation time.
:) that reminds of the Seinfeld episode where George is avoiding picking up the phone because he knows his good looking girlfriend wants to dump him. He cannot let that happen because he wants to take her to an upcoming event to make everyone jealous.
