If I put in notice in the US, do they walk me out immediately? If I don't put in notice, will that make me ineligible for rehire? Should I wait on notice to see if I am part of the next layoff? I'm a software developer going to a hardware company.

@ec 20 weeks pay is nice! How long were you there for?
The standard one, I think it was 20 weeks' pay, plus 9(?) months' worth of COBRA cost.

You might informally let your manager know you'd be willing to take a layoff, if you are on good terms with your manager. I did that, and SNPS-HR was decent enough about the layoff process: I had 2-3 days after my official layoff notification until my badge & email stopped working and I had to return my laptop.
@aa then congratulations! If you have everything in writing and you are all good to go, give notice, take a couple weeks off and start your new job refreshed

Forgot .. yes they could make you ineligible for rehire if you don’t give notice .. but they could also mark you that way for other reason and you would never know it. Do you plan to come back here? If yes then give your two weeks notice, if not, then who cares
Every company in the US has the right to walk you out immediately, especially if you go to a competitor. If you give two weeks notice normally they should pay you for those weeks, whether they walk you out immediately or not. Some companies have been taken to court for not doing it - no idea if the suit was successful for the employees or not.
If you have an offer go! Why would you wait to be laid off and potentially lose your new job offer?
