@a2 awarding a contract has nothing to do with layoffs. Layoffs will still happen due to new Medicaid requirements under BBB. Less enrollment/membership results in less employees needed for each health plan.

Seems like there may not be much of job layoffs in Medicaid departments due to contracts.
