well , if not outright putting an end to H1B program, investigation would be some start. they should also include L1 programs . there are no jobs in USA that you can't find locals for. the problems - locals don't like to be treated like slaves.
companies like Citi are not involved in rocket science , they should not be allowed to hire from outside, or outsource jobs.

Look at the caste, language, and background of their manager, and the manager above them. The blatant cronyism tells you everything you need to know.
HR and Ethics won't do a damn thing because they are part of the exact same corrupt system. Forget about a promotion. You are lucky if you even keep your job.
On top of this internal garbage, Citi is flooding teams with body shop vendors like TCS, Wipro and others. Once these contractors crawl in, you lose all control of your projects. Heaven knows what shady deals are happening after hours or back in India. It's a blatant scam. They are actively burning stockholder cash on contracting firms and non-citizens. Everyone knows it, everyone sees it, but everyone is too cowardly to speak up.
funny, a friend of mine applying to an SVP position at 388 who somewhat knows the HM was told by the HM that Citi doesn't sponsor H1B for the most part. I have myself lived through H1B and historically, employers don't want to sponsor unless it's a tech company or an outsourcing company. Thankfully, I got my green card later on
Certain communities behave like the spearhead of the invader. They favour their own. The mistake was putting them in positions of power to achieve this.

Everywhere is like this, Europe is even worse. The French-speaking have totally destroyed the job market in London. Same is happening with the Russians, Indians, etc. So now you are totally sc--wed if you are British or come from a small country...
