Who goes first RIF or VSP

I'm not sure who knows how some of these things work but the VSP gives the company the ability to plan a org flatten and restructure over time, that's the "Long Term" plan.

RIF is the big cut

So..... The order of things
Phase 1
String this along, a percentage have already and will just quit (voluntary attrition is best and cheap)

Then kick off the plan.
Step 1 - VSP notifications and dates are final
Step 2 - Month or so, after a period of time to give people that are not happy with their VSP to just quit on their own. (again voluntary attrition is cheap)
Step 3 - Some point around the month you'll see a sizable RIF to scoop out the undesirables that didn't take VSP.
Step 4 - Long departure dates, the workload will increase, metrics ill change, micro management will be the theme.

@ah I could be wrong, but I don’t think that’s the case. I truly think they have a list of who they want to RIF (last RIF happened at the end of May). I also think that they received more applicants than they expected, reason for them to come back and change the approval date, and to offer several exit dates (based on their needs). So I truly think they will be approving every applicant.
They are giving their employees the opportunity to leave on their own (VSP). The ones that did not apply, if they are on their RIF list, then they will let those goes (RFI).
To make this clear, I am NOT a PL, but have been around for some time and have seen so much, that this is what I think will happen. Just an opinion not a fact. Good luck to everyone.

I have no proof but I definitely believe the people who declined the VSP are possibly those targeted for layoffs.
