Actually, this has already been known for quite a while. The problem with low cost remote workers is eventually those workers will want to be paid more as well, and they will find a job that pays them more. This results in very high rates of turnover, which is extremely common among outsourced positions.

Anyone who builds products will know that when the input is garbage, the end result is garbage too. Would you rather have 10 different contractors working on the same code, or two experts who can maintain the product over its entire lifespan?

You get what you pay for. A lot of the issues and vulnerabilities that you see with our customer-facing website is the result of dozens of unskilled professionals building on each others' code base.

Stankey doesn't give a $ H1 T about articles like this one. All that matters to that level now is the almighty ESG score they put out on the annual report. Obtaining and maintaining a high score drives everything that they do today, even if it goes against shareholder interests. If they decide that going into the office advances one of those ESG goals then by god you'll go into the office no matter if the rest of your team works in other states or not.
