Level up?

Anyone know when this will go into effect and what it actually is? Can people "level up" between bands or just within their own? Does it benefit anyone other than those who already got the title change?

Its twice a year process (jun,oct/nov) for promotions for Individual contributors in band 6 and 7 and ppl leaders in band 6. first pilot came into effect on dec 24th and from this year it will be twice a year

This is the correct answer, except that it also includes non-exempt. So all mgt bands below 5. However, it can be done organizationally or by specific job profiles. So it's not an everyone or no one. Like everything else in the company it depends on org budgets.
