Can HR flag for going to near by speciality location instead of core /workday location ?

there is flagging that indicates if you are going to an unassigned location >=50% of the time. You may also get management from that location pushing back, especially if there is limited space.
The answer is YES.
You should have been given a list of “acceptable” locations for an in office day. I would suggest talking to your manager about the location you’d like to work at.
