Easy! As a manager who has let things become a little "slack" from the rule book, just start "Tagging and Bagging". This means that your hold your direct reports accountable for the smallest of infractions and write them up for each one. The poor bastards won't know what hit them, and if you're lucky they'll be such creatures of habit that they will let down their guard and provide plenty of opportunities for you to "Tag" them. Then, later on when the VSP programs roll out you will be prepared with a crop of "losers" to offer as a sacrifice to the money gods.

I hear my group did not make their numbers with ACT so more Tributes have to be offered up. If one assumes most of the VSPs and of course all of the ISPs are gone, and I can't imagine any one turned down the ERP, then they will have to come up with another "criteria" for issuing more VSPs. I'm guessing some candidates for marginal performance will include number of times you WFH based on scan-in/out badge records, how much time you spend on external websites (IT has those metrics too), or even if you had excessive (if you are exempt) time OOP due to illness, family issues, etc. Plus of course they could cut more programs and functions to get more HC that way.
