All severance packages are offered, not given and definitely negotiable.
Basic severance: 2 weeks for the 1st year w/1 week for each year thereafter
Enhanced severance: 4 weeks for the 1st year w/2 weeks for each year thereafter
Again: you don't agree with the offer, don't accept and negotiate better package. When negotiating know when yo say when. Oracle will negotiate in good faith, but will not be held hostage if the know they will win a lawsuit based on below.
Generally, Oracle's severance packages are determined by multiple factors:

The number of protected categories the employee falls into: age, s-x, ethnicity, etc....

Position (ie...IC 2-5, Manager M1-M6)

What you know that if revealed would negatively reflect on Oracle
