As far as AES goes there are both veiled and real threats, it's very sad it is tolerated.
Awhile back, our sr. "leader" got bad scores, kicked everyone off his team who he thought gave him bad scores, then threatened his remaining team members while bragging that he connived HR into giving the remaining team an off-cycle AES so he could get another shot and improve his scores. Guess what? His scores improved tremendously after he threatened his team, lol.
The problem with this beside it being wrong, is when people see leadership manipulating surveys, threatening people and other bad behavior, it leads to a "me-too, everyone is doing it mindset," which opens up the company for all sorts of fraud and abuse.
