This is wonderful news. How great is it that we have more time to find a new job. It is much easier to get a new job when you already have one. I'm old trust me on this. This is how the world works. Remember this is not personal this is the business. I am hoping to be running to a new opportunity not running away as decisions hastily made are never good outcome. Everything will be ok but use common sense and avoid emotions. Hope this helps. It will be ok!
This is supposed to start after the NXP merger. Nothing will happen before that. Any dates that are bandied about now are just fake news. And as the NXP merger is not happening quickly, there is a bit of breathing room here.
When are the layoff stages supposed to occur?
If you are on the list for layoff there is little you can do about it if in fact there is a layoff coming. Prepare for the worst and hope for the best. In the meantime I'm going to look for a new job but I'm not going to panic. That will only make things worse. If I leave I'm going to be running to something not running away from a "perceived but not verified " problem

Stage 1 is just the first of four staggered layoff rounds, so whatever you may have heard probably relates to the total numbers.
You can ask your manager if you are in one of the stages. It‘s the managers who put people on the lists. Perhaps you are lucky and you get a hint... instead of a „There are no layoff stages“ something like „If there were four stages, you would be in stage 3“.
