Based on the way the VSP is written, will an unemployment claim be approved? Assuming yes, when should you file the unemployment claim?

In Florida, you are F - Previous Gov Rick Scott sc--wed up employment benefits.
In Missouri, if you show that your options were either take a voluntary separation with severance or risk an involuntary layoff later, they will deem it as a layoff. You must be able to show proof that layoffs after the VSP will occur, which is what was stated. Document, document, document. Research your state and see if it says the same.

Depends on the state and if you can you should file the day after your separation even if you get a severance. It will allow you to sit the waiting period out while it’s in process.

It's going to depend on the language in the VSP and applicable state laws. Some states recognize accepting VSP is in lieu of layoff. I'd recommend calling your state unemployment office for clarification. Missouri says it's a "quit" but our unemployment is literally $8/hr and maxes out at 20 weeks. We'd be way better off getting a minimum wage job for $15/hr anyway.
In all states when you voluntary resign it's not by default and the burden will be on you to show that you are eligible.
