Has anyone heard how likely it is for approval of their application for the VSP?

Roughly 15% of my org took VSP. There is no approval process - everyone who asked for VSP, will get approved. The only sticking point may be - what will be the persons last day. There seems to be some flexibility there.
In the one email they said most people will be approved. It makes sense, every time rumors of layoffs come around there are people that say, "can I volunteer" or "I hope I am on the list". So, they even sweetened the deal with 4 extra weeks of pay for those people.
Just remember, they said they get to change the leave date, so if too many ppl applied I feel like they might stager the leave dates to give time to replace people who's role is still needed and the VSP has caused a deficit for that role.
Hopefully if they have deficits, managers look at interal staff to promote into those roles.
My leader said they will veto the VSP ::shrug::
95% of people will be approved so long as a whole department does not try and leave. This came from an HRBP.
