@OP

You're correct about cash rewards for reporting illegal business or hiring practices.

But first the Relator must become a Whistleblower under the False Claims Act with the help of a Whistleblower lawyer.

Whistleblower laws hide and protect the reporting employees' names and any identifying information.

Since Citi also does business in New Jersey, NJ has in addition to Federal Whistleblower protections, the New Jersey Conscientious Employee Protection Act (CEPA).

The cash rewards are often millions if not hundreds of millions of $$$.

In the USA there are Whistleblower laws that protect Whistleblowers' identity, names, etc..

Your law firm/attorney can file the False Claims Act and other lawsuits on the plaintiffs' behalf with the plaintiffs names as anonymous.

Someone is suggesting to become a whistleblower. Who will risk their job to do that?

But I hope someone will take action on these big consulting companies fraudulent activities. There is a rumor that some body shops are misrepresenting their immigrant candidates as Greencard holders and as Citizens by producing the fake documents. It's a criminal activity.
There are so many bad things with these consulting companies. The only good thing is sometimes you may get a good resource. Otherwise, it's absolutely bullsh-t and they are scamming the system. They are cheating Americans and Europeans. It's d-mb that the smarty-pants westerners do not get the system they created. How can they handle AI?

The only way DOL or other Government Agency/Regulator will hear about it and start their investigations is if someone like YOU, the poster or the OP collects their evidence, documents, emails etc. and presents the evidence to DOL, NLRB, etc..

Posting and B!tching about it on anonymous websites will NOT start the ball, the investigations rolling.

Before you contact DOL, NLRB etc. contact an employee-side Whistleblower Employment Lawyer. You can Google them.

@hj There are definitely a lot of fake jobs on the career site, most likely for PERM certification purposes to sponsor favored foreign workers.

This is part of the reason Citibank ended up with 13 layers of management when eight would have been optimal. Like many other American corporations, Citi has imported India's hierarchical management culture wholesale.

The DOL must investigate the hiring practices, layoff and promotions in Citi. A simple HR report should be good to start the investigation.

All the managers who committed fraud and who are still continuing the fraud, must be sacked.
They should also check why some immigrants move up fast in the ladder while hard-working Americans stay in the same roles or get fired!
IT'S A SCAM!

Almost all positions posted on internal careers site, News Paper ads, LinkedIn Ads are fake. Some managers take interviews for namesake to meet the department of labor guidelines. It's impossible to prove such cases. You have to capture all evidence from scratch. Most of the roles are filled by foreign workers of same caste/language (as hiring manager) or their friends or their family members. Not just Citi. All banks like BoFA, Chase, Wells Fargo and other major corporations do this.
Fire American, hire non American! That's their strategy.

Internal promotions and hiring at Citi is a joke! The ethics department have no ethics.

Someone should take a picture of notice boards with LCAs and post in social media or some where. People will be shocked to see the contractors postings like Wipro, TCS etc .

The whole IT is messed up, especially, in the USA and none can save it!
