Timing of Layoffs announcement

Why did it take so long just to announce that "15% cuts in mid september"? They could have announced that much earlier, maybe as soon as it got leaked. The long delay has caused much stress and demotivation not to mention loss of productivity.

In the long run, people leaving Q will be a good thing.
