Very poor targeting of employees

I was shocked when I heard about some very good employees being cut. What's going on, Dell? How will the company re-cultivate such employees in the future? Why is the company deliberately choosing mediocrity over excellence?

September there will be another round. The August round seems to be focused on Sales/Sales Support type of roles. September I expect will be focused on Product Teams. What are the chances this is true?
